Job Summary
The Chief Technology Officer (CTO) will lead the overall technology strategy, architecture, and execution for Joud LLC’s fintech and BNPL platforms. This role is responsible for building secure, scalable, and compliant technology systems while partnering closely with Product, Compliance, Operations, and Finance to support business growth and regulatory requirements in Qatar and the wider MENA region.
Key Responsibilities:
- Define and own the company’s technology strategy, target architecture, and long-term roadmap.
- Design platforms that meet security, availability, performance, scalability, and cost objectives.
- Build and lead engineering, data, and IT operations teams, establishing strong SDLC, release, and incident management processes.
- Oversee integrations with payment service providers (PSPs), e-KYC vendors, credit bureaus, and third-party systems.
- Implement technology controls aligned with information security, data protection, vendor governance, and change management policies.
- Lead technology risk management, including architecture reviews, risk registers, audit remediation, and regulatory readiness.
- Ensure compliance with Qatar Central Bank (QCB) technology and cyber risk guidelines.
- Establish secure data platforms, access controls, and reporting systems for credit decisioning and regulatory evidence.
- Define and test business continuity, disaster recovery, and incident response plans (RTO/RPO).
- Manage technology budgets, vendor contracts, and capacity planning.
- Hire, mentor, and retain high-performing engineering and technology teams.
- Partner with Product, Compliance, and Operations to deliver audit-ready, business-aligned technology outcomes.
Requirements:
- Bachelor’s degree in Computer Science, Engineering, or a related technical field.
- Minimum 10+ years of experience in software engineering, with at least 5+ years in senior technology leadership roles.
- Proven experience in fintech, payments, BNPL, or other regulated financial environments.
- Strong experience integrating with PSPs, e-KYC solutions, and credit bureaus.
- Deep knowledge of secure SDLC, cloud architecture, data protection, and incident management.
- Hands-on experience working with auditors, regulators, and compliance teams.
- Strong understanding of Qatar regulatory and compliance frameworks (QCB, PCI-DSS, data privacy).
- Proven leadership skills with experience managing and mentoring senior technical teams.
- Experience with modern data platforms, observability, and real-time monitoring is an advantage.
- Prior experience as a CTO, VP Engineering, or Head of Engineering is preferred.
